Kyiv – On 23 January 2006, Ukrainian President Viktor Yushchenko signed Decree 62/2006 “On provisions for democratic and fair 2006 parliamentary elections.” Among other things, Ukraine’s Ministry of Internal Affairs and Security Service, the Council of Ministers of the Autonomous Republic of Crimea, and local administrations are to take measures in order to avoid the heating up of interethnic, racial, religious or any other hostilities during campaigning before the March elections.
